The SKP-CENTRUM public benefit company is currently the largest provider of social services in the Pardubice region. It provides a wide range of residential, outpatient and outreach social services in this region, some of which are unique in their place of operation and have no other alternative provider.
At the present time, SKP-CENTRUM provides 19 services.
The Mission of SKP-CENTRUM
The mission of the SKP-CENTRUM public benefit company is to aid persons in distress and those at risk of social exclusion „TO STAND UP“. This includes the elderly, disabled, people in crisis, the homeless, victims of domestic violence, children and young adults from dysfunctional families and members of minority groups. SKP-CENTRUM operates an efficient, interconnected system of social and medico-social services for all these people in need.

Simeon Home – this respite service provides social care, accommodation and daily meals to adults who, due to age, disability or chronic illness, have problems in taking care of themselves or who, for a maximum three-month transitional period, find themselves without the help and support of the family members or other care-givers who normally care for them.
The centre provides a service of respite care, with concern for the physical and mental aspects of care. It supports residents’ involvement in social activities, while reinforcing the self-sufficiency of each individual. The service facilitates a time of necessary rest for the care-giving family or other care-givers.
Simeon Home – Home for the Disabled

Simeon Home – this home for the disabled provides conditions as closely resembling a home environment as possible. Simeon Home services are intended to maintain or develop the existing skills and abilities of residents. The centre provides a service of respite care, with concern for the physical and mental aspects of care. It supports residents’ involvement in social activities, while reinforcing the self-sufficiency of each individual. The service provides residents with accommodation, food, sanitary and basic health care.
In 2015, there was 100% occupancy in Simeon Home for the Disabled.
Horní Jelení and surroundings Day Care Service

Seniority or disability is not a disease. Why leave home because of this?
The Day Care Service in Horní Jelení and the surrounding area provides aid to people who, due to age, disability or chronic illness, depend on the assistance of others. In collaboration with the family, the centre provides users with support and care according to their current needs, to maintain or enhance the present ability to remain in their own environment for as long as possible. The service aims to provide users with assistance and support in functions that they are not able to perform alone and when families cannot provide full-time care for their loved ones.
City Sanctuary for Women and Mothers with Children

The City Sanctuary for Women and Mothers with Children assists women and their children to overcome difficult periods in life after the loss of a home, or during a lack of financial means, or lack of assistance by family, partner or friends. It offers accommodation in furnished rooms for a period generally not exceeding one year, social counselling, assistance in the enforcement of legal rights and interests, dealing with personal matters, bringing up children, housekeeping, management of resources and finding follow-up housing and employment. Aid at the Sanctuary is sought by women who are victims of domestic violence, are in family or social crises, are homeless or after the release from prison.
In 2015, this service was provided to 73 women and 94 children.
City Sanctuary for Women and Mothers with Children –
Emergency Assistance
Type of social service: crisis intervention
Form of social service: residential
The Emergency Assistance Service provides shelter, psychological and material support to women and mothers with children who find themselves in a crisis situation, or in a health-threatening situation. The service is provided to women or mothers with children who do not know how to resolve a critical situation they currently face, or are unable to resolve it on their own. The service ensures a safe environment for women and children in the Sanctuary for Women and Mothers with Children, up to four days’ accommodation, basic meals and hygiene assistance, emotional support and an information service by professional staff. Through this service, social workers help women to find possible solutions to their acute situations and offer them longer-term forms of further assistance.
The service was used in 2015 for a total number of 154 days, during which 38 women and 43 children were assisted.

This dormitory for women aids homeless women, supports them in addressing their situation and provides the dignified fulfilment of their basic human needs. The dormitory provides lodging, breakfasts and evening meals, clothing replacement, hygienic services, social counselling, assistance with personal and official matters, submission of information, recommendations for subsequent follow-up services and, if necessary, mediation of further assistance required.
In 2015, the dormitory was used by 39 women, it provided 1 338 overnight stays.

The Low-threshold Day Centre of the SKP-CENTRUM public benefit company in Pardubice provides support and assistance in dealing with difficult life situations experienced by homeless people and those aged over 18 years who are at risk of losing their homes. It attempts to mitigate the impacts associated with these situations. These services can be used anonymously, every weekday. In the safe environment of the Low-threshold Day Centre, users can spend time, attend basic social counselling, receive food aid (coffee, tea, soup), the use of sanitary facilities (showers) and wardrobes and the opportunity to sell the Nový prostor magazine. Low-threshold services are provided by a team of professional staff. These basic services help clients to maintain at least a minimum of personal comfort and an acceptable state of health. The Low-threshold Day Centre is a service without which the number of homeless people out on the streets and in public areas would significantly increase. The service is therefore also beneficial to society, because it reduces criminal activities and other risks (such as the spread of infectious diseases).
In 2015, the service was used by a total of 253 people, of which 199 were men and 54 women.
Low-threshold Day Centre – Outreach

The main objective of the Outreach Programme of the Low-threshold Day Centre is to actively seek out and contact in their own environment homeless people (over 18 years of age) or those at risk of homelessness. Social workers provide basic social counselling, assist users in orientating themselves in their life situations and provide contacts to related services (low-threshold day centre, dormitories). Especially in the winter months, they provide food aid (hot tea, buttered bread) to the homeless. The professional team also attempts to inform the public about the problems of homelessness.
In 2015, field workers attended to 113 homeless people, of whom 80 were men and 33 women.
Outreach Programme
in Socially Excluded Roma Localities in Pardubice and in Ústí nad Orlicí

In the Outreach Programme in Socially Excluded Roma Localities, a field worker actively seeks out and contacts Roma inhabitants aged between 15 and 64 years, who live in socially excluded localities. It assists them on site in the process of social inclusion and encourages them to resolve their difficult social situation (facing risk of eviction, release from prison, unemployment, receiving long-term social benefits, alcohol addiction, gambling, burden of debt, living in substandard sanitary conditions, in a dysfunctional family environment, etc.). We provide counselling, accompaniment to the authorities and contacts to related services.
Probation Programme – Temporary Employment

The Probation Programme provides young people aged 15-18 with support in coping with the difficult life situations in which they find themselves as a result of committing a crime. Through regular social and psychological consultations, the centre offers assistance in coping with the responsibility for the illegal act committed and in accepting the consequences of the actions to his/her person, family and the whole of society. The centre helps young people to find their own place in life and to become aware of themselves within family and peer relationships. It mediates positive models of behaviour and information to young people, thereby acting as a prevention against a repetition of the infringement. In 2015, 8 clients started the Probation Programme.
Nursing Services (Home Health Care)

Nursing Services provide care in Pardubice and Holice and surroundings, through outreach nurses and specialists. Thanks to the work of qualified nurses, patients need not always be admitted to hospital and can therefore stay with the family, in a familiar environment where they feel at home. Medical services are provided daily, including at weekends and on holidays. The services provided are prescribed by general practitioners and covered by health insurance companies.
Number of patients in 2015 – 350. In 2015, 25 000 visits were carried out.

Sanctuary for Women and Mothers with Children in Vysoké Mýto

The purpose of the Sanctuary for Women and Mothers with Children in Vysoké Mýto is to provide accommodation, assistance and support to women and mothers with children who find themselves homeless, facing family crises, are victims of domestic violence, have been released from prison, are without financial means, or without the support of a partner, family or friends.
In the shelter, they find respect, equality, professionalism, an individual approach and discretion on the part of the staff.
Social workers provide social counselling, assistance in enforcing the legal rights and interests, support the women in the raising of children, financial management, job search, etc.
In 2015, this social service was provided to 19 women and 27 children.

The services of the Intervention Centre are intended for adults endangered by the violent behaviour of persons close to them or living with them in a mutual home. Services of the Intervention Centre enable victims of domestic violence and malicious persecution in the Pardubice region to facilitate the termination of violent behaviour. The Intervention Centre provides professional assistance and support in social, psychological and legal matters. The Intervention Centre was used by 214 clients (189 women and 25 men). Since 2007, there have been 650 cases of restraining orders imposed on domestic aggressors in the Pardubice region.

Halfway House provides residential social care for young people aged between 18 and 26 years. The service is used primarily by girls and boys who have left institutional or foster care. The facility also assists young people who have been released from prison or compulsory treatment. Halfway House is also intended for those who find themselves in difficult social situations which they are not able to deal with on their own. In 2015, the service of Halfway House was utilised by 37 young people.

The purpose of the shelter is primarily to offer services to adult men who find themselves in difficult life situations, usually associated with the loss of housing. The Sanctuary provides the conditions to ensure basic living requirements and to support the return to normal society.
The main principles of the service provision include an individual, professional approach, respect, equality, independence and discretion. In 2015, 55 men utilised the services of the Sanctuary for Men.

The purpose of the Night Shelter is to provide assistance to adult men and the proper provision of basic human requirements, including overnight stays, cooking facilities, personal hygiene facilities and the provision of clothing.
Furthermore, this service aims to encourage men to address their unfavourable life situations and supports them in the use of related services and other professional support services. In 2015, the dormitory provided 2 980 overnight stays.
Outreach Programme as Low-threshold Facility
for Children and Youth – Free Club

The Free Club Outreach Programme as a low-threshold facility for children and youth is aimed at children and young people aged between 6 and 26 years who spend their free time on the streets and who experience unfavourable social conditions. The service, as the only one of its kind in Pardubice, is built on the low-threshold principle which includes the following norms: anonymity, no charge, safety, voluntariness, equality and respect.
Field social workers actively seek out and contact children and young people in their own environments (playgrounds, neighbourhoods, parks, shopping centres, etc.). In a non-aggressive manner, they offer them the option of spending their free time in a meaningful and safe way. They provide information, professional support and assistance and thus mitigate their unfavourable situation.
During the summer holidays, there was a change in the time of the service provision to the evening hours, when the preventive action was taken to the open-air cinema and parks where the target group met. An integral part of the work of field workers was to map out and subsequently prevent socially pathological phenomena, as well as collaboration with primary and secondary schools in Pardubice.
In 2015, 99 young people used the services (34 girls and 65 boys). A total of 2511 contacts were made.
Low-threshold Facility
for Children and Youth – Free Club

The Free Club low-threshold facility for children and youth is aimed at children and young people aged between 6 and 26 years who spend their free time on the streets and who experience unfavourable social conditions. We create a diverse choice of leisure activities, provide information, professional support and assistance to mitigate their situation. The service is an important part of the preventive services in Pardubice. The service is provided throughout the year, free of charge, in non-resident form and on the basis of the low-threshold principle.
In 2015, 168 users aged between 6 and 26 years used the service. Four volunteers worked for 45 volunteer hours. Lastly, the Free Club also provided a base for 7 students who spent a total 410 hours of school practice in the service.
EMKO Low-threshold Facility for Children and Youth

Form of social service: outreach and non-residential
The EMKO low-threshold facility for children and youth offers children and young people aged between 6 and 26 years, especially from the area of Vysoké Mýto and its surroundings, assistance, advice and support in coping with difficult life situations and provides them with a safe place to spend their free time and develop their own interests. Through a variety of leisure activities, provision of information, professional support and assistance, staff mitigate their difficult life situations. Activities are organised, advice and support given in the Club or out on the street.
In 2015, 91 users aged between 6 and 26 years used this service.
